Australia, Russia Sign Uranium-Export Pact

Putin said Russia planned to double the number of nuclear power plants it had built in the past, with about 30 new plants planned for the next 15 to 20 years.

Australia and Russia signed an agreement Friday that will enable the export of Australian uranium for use in Russian nuclear power plants. Australian Prime Minister John Howard and Russian President Vladimir Putin signed the agreement at an independent meeting during the summit for Pacific Rim leaders in Sydney.

The agreement carries restrictions that are intended to prevent the uranium from being used for military purposes or being sold to third parties. Howard reportedly said Russia was unlikely to divert the material for military or other uses because Russian "already has an enormous amount of military nuclear material which it is selling principally to the U.S. for reprocessing." Putin flew into Sydney Friday morning, marking the first ever visit to the country by the head of Russia's government.
